Each person gets an AI Fluency Score, 0 to 100, and a level, based on what they actually do rather than how they rate themselves.
The department gets an AI Adoption Score: the people and the setup together. Average fluency, how much of the work AI covers, how consistent the team is, and whether the setup exists.
